Number targets are one of my pet peeves (i.e. "10,000 installed"). They push people to install more devices (stoves, water filters, ...) instead of good devices. I know there is now a big move toward "results-based financing" and evaluation, but it's not a sexy story for donors, who want to hear about big impacts. Does anyone have ideas about how to make a few robust, persistent interventions sound just as wonderful as large numbers with unknown effectiveness?
